In order to mount easily, you should let some of the air out, then lubricate the tire with soap suds before pressing the sleeve onto the rubber. The tire goes into the end of the sleeve with the chamfered lugs.  The pressing may be easier with a wood or rubber mallet. When the sleeve is in its correct position, just refill the tire with the correct air pressure.
